Bill Feyling is the Executive Director of the Carpenters 46 Northern California Counties Conference Board. He is also a founding Director and President of Smart Cities Prevail, a 501(c)4 non-profit organization which provides accurate research and advocacy regarding the positive impacts on the triple bottom line of prevailing wage polices. He has over 29 years’ experience in the construction industry and serves on numerous industry related Boards and Committees and is well versed in research, negotiations, arbitration, and contract administration related issues. In 2007 he was appointed by Governor Arnold Schwarzenegger to the California Citizens Compensation Commission, on which he served until 2011. He has attended the Harvard program on negotiations, focusing on interest based bargaining. He is a winter sports enthusiast and loves spending time with his rescue dog JoJo.

Tim Frank is an environmental advocate and sustainability consultant with more than 20 years of experience working on land use, transportation and green-building policy. His client base has included a broad range of environmental non-profits including the Sierra Club, NRDC, Nature Conservancy and American Farmland Trust. He currently serves as the director of the Center for Sustainable Neighborhoods.

Mercedes de la Garza is an architect in the Reno and Tahoe communities. She serves on a number of Boards, including the City of Reno Redevelopment Agency CAC, Historic Reno Preservation Society, and the Art Consortium. Mercedes worked with AIA Gold Medalist Charles Moore, and her own work has received international and national recognition.

Betony found her home in the Sierra Nevada and found her people in the Sierra Business Council. After graduate school, she was heading to Oakland to work as an environmental justice advocate, when a brief stay in Truckee during the snowy winter of 2004 seeded a lifelong passion for rural social, economic, and environmental sustainability and a dedication to the Range of Light. Seeing SBC as a model unique in the world, she joined the staff as a manager of the sustainable forestry program and then became Director of Program Development. 

Betony left the Sierra Business Council in 2009 to start Fourth Sector Strategies, a consulting firm dedicated to helping visionary leaders develop viable cross-sector solutions to complex challenges like climate change and income inequality. She lives in the Bay Area with her husband, two kids, and year-round garden.

Richard Morrison is retired from his position as Senior Vice President for Environmental Policies and Programs at Bank of America. Prior to that he was in the Bank’s International Division. Rich is currently on the Boards of Sustainable Conservation, the Pacific Institute, and the California Council for Environmental and Economic Balance. He also serves on the California Advisory Board of the Trust for Public Land and the Investment Advisory Committee of the Sierra Club.

Steve provides guidance to many community-based organizations, in the areas of mixed-use, recreation and design planning, multi-family, affordable housing and resort design.

Allan Pietrasanta, Chairman, is the National Sales Manager for the J. Rousek Toy and Pencil Company in Bishop, CA; he formerly owned and operated ABCOM/Buttermilk Mountain Works, a light sewing manufacturing enterprise.

An avid mountaineer, Allan is the founder of the Whiskey Creek Group, a collaborative stakeholder group that coordinates public response to draft wilderness plans for the Eastern, Central and Southern Sierra. He has been involved with Sierra Business Council since its inception and has worked extensively on wilderness, economic, and rural planning issues on the Sierra eastside. Allan also serves on the board of the Eastern Sierra Avalanche Center.

Charles Segerstrom served as Pacific Gas & Electric's Manager of Sector Strategies, focused on education and training support for the energy efficiency, demand response, and renewable energy workforce, until his retirement in August 2013.  He has over 34 years of experience in training, program development and technical consultation, including four years as Manager of PG&E’s energy efficiency training centers (Energy Training Center-Stockton, Pacific Energy Center, Food Service Technology Center), Codes and Standards, and Workforce Education and Training programs.

Currently he is an energy efficiency program and policy consultant to San Diego Gas & Electric and PG&E.

Charles lives in Sonora, California with his wife, Kate.  He enjoys skiing at Dodge Ridge, fishing, mountain biking, and travel to Surprise Valley to see his grandchildren.

John Singlaub is a Senior Associate with Ascent Environmental, Inc., an environmental planning and natural resource consulting firm with offices in Sacramento and Lake Tahoe. John is the former Executive Director of the Tahoe Regional Planning Agency, and prior to that, spent 25 years as a planner and manager for the Bureau of Land Management, retiring as the District Manager in Carson City, Nevada.
